The wording's not quite there, but the degree of patriotism and syllogistic demand is just right, IMO.
It sounds like something Hilary Clinton would say, which points out its virtue as well as the fact that it needs work.
Alternate try: If we believe in America, we will invest in her people. (That's my Barack voice, now. Probably better, but still could be better.)
