We have a filter at work that doesn't block a lot of sties that by its own standards it ought—and does block a lot of educational games sites that I'd like the kids to use.

I'm wondering if without writing an application from scratch, I can set up my home computer so that I an log in and only I can enter a URL and have my computer serve that page as if it's its own.

Not only do such things exist, but googling "personal proxy" turns up all sorts of hits.

Why not just ask the admin to whitelist those URLs?

If you are running some flavor of Unix at home, you can use tinyproxy. Make sure you know what you're doing, you don't want to end up proxying for the russian mob!
